瑞峰國小因地處偏僻加上沒有地方特色，使得學校外機能 過於封閉，以至於學校沒有發展，地處於台南最偏遠小學 ，因環境、交通造成許多困難，甚至失去許多對外學習的 機會，但因它擁有豐富的自然環境條件，所以希望利用它 讓瑞峰國小更活化，讓本地學生擁有更多機會接觸對外學 習的機會，也讓外來吸引此地來享受未曾體驗的感受，以 達到互惠利用。
