旗津400年從一個貿易與漁業的重鎮,在政府的推動下漫漫轉變成現在的觀光大島,但在近年來,旗津的觀光人口逐年下降,重複性過高的魚港觀光已經無法吸引新的觀光客的到來,對於旗津的觀光印象停留在了在(吃)(看(和(買)缺乏了新的觀光體驗,於是旗津開始轉型成發展休閒運動觀光,政府也在旗津規劃了一個長達1.6公里的海上活動區域,但缺乏實際的規劃,無法有效的發展水上運動,所以我們想從中設計與規劃一個海洋文化休閒中心來重新定義旗津觀光意象,打造屬於高雄的小南灣。 在與台灣相似的鄰近國家日本,有很多中學生立志要從事海上工作,反觀台灣即使接受了相關知識、訓練等。卻還是害怕海洋,不願從事海上工作。所以推動海洋教育的一個重要目的是讓,讓年輕學生不再害怕海洋,甚至願意向海洋開拓新的市場,做為職場等。台灣應該多方向的發展海洋教育,不能只著眼前在漁獲的產量與其經濟價值,而是應該以更宏觀的視野去推廣海洋教育,所以現今的海洋教育,除了能保留既有的傳統文化也應多推廣國際性的海洋文化,如此我們的海洋經濟也會著一起發展
