基地位於蓮池潭附近的三角地帶，於變更左營地區細部計畫中編定為觀光發展特定專用區及公園用地。附近商業區發達，有一條主要道路經過(西部濱海公路)，車流量繁多，基地周圍有許多車流量，北方有蓮池潭作遊憩空間可以遊玩水上設施，附近有許多綠化帶，四周建築物的年紀偏老，沒有進行重新規劃，靠蓮池潭西邊有眾多宮廟，宮廟附近帶來了市場及人流。
在台灣，宗教建築的設計都較為舊式，而在分佈中又較多都屬於道教建築，佛教建築比較少，因此以此為設計的發想，並發展有關佛教的新式建築。
The base is located in the triangle near Lianchi Pond, and is designated as a special area for tourism development and park land in the detailed plan for changing the Zuoying area. The nearby business district is developed, there is a main road passing through (western coastal highway), there is a lot of traffic, there is a lot of traffic around the base, there is a lotus pond in the north as a recreation space to play water facilities, there are many green belts nearby, the age of the surrounding buildings is on the old side, there is no re-planning, there are many palaces and temples on the west side of the lotus pond, and the palace temple has brought the market and the flow of people nearby. In Taiwan, the design of religious buildings is relatively old-fashioned, and in the distribution, most of them belong to Taoist buildings, and there are relatively few Buddhist buildings, so this is the idea of design, and the development of new buildings related to Buddhism.
