依據監察院調查報告指出，非本國籍新生兒通報案件有9,381人，其中外籍移工所生育的非本國籍子女中，有496人下落不明，若再加上外籍移工自行生產而未經醫療院所出生通報的黑數，實際生育人數遠遠超過官方的數據。監察院指出，政府相關部門對外籍移工生育的非本國籍子女身分的處理機制嚴重失靈，使非本國籍新生兒通報案件及未合法取得居留證人數有增無減 。
